Who should I contact if I found out that the SBA, maybe unknowingly, gave money to a criminal operation?
The Small Business Administration appears to have given a loan to an Israeli national who was caught running a spy ring out a front company called "Urban Moving Systems" around the time of 9/11. Here is the link to the document as noted by FedSpending.org:

I’m thinking that this may have been looked over by law enforcement when Urban Moving Systems was raided, and its owner fled to Israel.

There’s a few routes you can take.
(1) You can contact the SBA’s Office of Inspector General, which monitors its agency’s activities.
(2) You could also alert your congressman or senator.
(3) You can contact the press.
My recommendation is to do the first, and if nothing happens, then pursue #2 or #3.
